Approach Electricity Ombudsman for appeal

If a complainant makes a complaint with the Consumer Grievance Redressal Forum (CGRF) and does not receive any reply within a period of two months (or) if the complainant is not satisfied with the decision of the Forum, he can appeal to the Tamil Nadu Electricity Ombudsman (TNEO) located in the Office of the TNERC. 

Procedure for filing an appeal: The appeal must be filed to the TNEO within 30 days of the order of CGRF. If filed beyond the period, the appeal may be considered if the Ombudsman is satisfied that there was a sufficient cause for the delay. The complainant has to deposit an amount to the Ombudsman, which is equal to 25% of the amount ordered by the CGRF in order for his/her appeal to be admitted. The Ombudsman will require a declaration from the complainant stating that he has not ap-proached any other court, tribunal or judicial form before admitting his appeal before the Ombudsman.

Abstract of the Regulations: The complaint must be in writing and must relate to a) defect or deficiency in electricity sector provided by the licensee b) unfair or restric-tive trade practices of licensee in providing electricity services c) charging of a price in excess of the price fixed by the Commission for consumption of electricity and allied services. The Ombudsman has the power to reject the complaint if he considers it frivolous, vexatious or without sufficient cause. The Ombudsman has a right to impose an award. He will pass an order within 3 months of the date of receipt of complaint. The licensee should comply with the award within the time specified by the Ombudsman. Click here TNEO for further details.
